LEPOSA has a membership base of 4536 out of 4700 police officers and non-trained staff (support staff) hence the threshold of about 97%. Membership is voluntary and open to all the employees of the Lesotho Mounted Police Service including the non-trained staff.

HISTORICAL BACKGROUND

The Association was formally registered as Lesotho Mounted Police Service Staff Association (LMPSSA) with the Law Office under the Societies Act per the provisions of Section 66(3) of the Police Service Act No. 7 of 1998 and its objects include the prescriptions of the same Police Service Act (See Sections 67, 68, 69 and 84) and the Association’s founding Constitution.

Background of LEPOSA

Lesotho Police Staff Association (LEPOSA) formally known as Lesotho Mounted Police Service Staff Association (LMPSSA) was officially launched in 1999 and registered with Law Office in terms of the Societies Act No. 20 of 1966 in the year 2000. The years prior to 1998 saw the Lesotho Mounted Police Service (LMPS) going through a number of disorders and instabilities which led to police strikes, go slows, deaths, arrests, and the subsequent police dismissals. In order to avoid the repeat of this chaos, the then government of the kingdom of Lesotho through the recommendations made by a consultancy company called KPMG, undertook the reform process of the LMPS and the starting point was the demilitarization of LMPS and the establishment of Lesotho Police Staff Association (LEPOSA) as the mouth piece of the police officers.

Empowering Laws LEPOSA

LEPOSA draws its existence and legitimacy from Police Service Act No.7 of 1998 section 66 (3), ILO Convention 87 and 98. The Police Act provides for the establishment of bodies such as Police Negotiating Council the purpose of which is to deal with all issues relating to the conditions of employment for police officers (see sec. 67, 68, 69 and 84).
